Executive Orders

An “executive order” is defined as, “an order issued by the executive authority of a municipality which is binding upon the officers and employees of the municipality and any governmental agency over which the municipality has jurisdiction”, as defined in KRS 83A.010(7).

Executive Orders are the same as a municipal order, except it is passed by the executive authority of the city, not the legislative authority. This means that the mayor utilizes executive orders while the council utilizes municipal orders. Common uses of executive orders include promulgating regulations governing the operations of city government and the conduct of city officers and employees, to appoint members of boards, agencies and commissions or to remove such, or to convey administrative decisions.
